can each subway restaurant make its own stipulations on coupons?

If the coupon says something like “participating restaurants only”, then yes they can decide whether they want to accept it or not. I’d contact Subway hq directly to be sure.
Subway is a franchise. One owner can own several stores under the same franchise. He can either accept company coupons or even make up his own. I hope that explanation helps

Yes, the franchises are all separate. As long as they post where you can see it before you purchase it, they can change the coupon rules. They can decide not to accept coupons at all. I would just let them know you will be going to another Subway who will let you by the more expensive sandwich with your coupon.
